Lighting Advice For 75G Planted

I'm new to having live plants in my tank, I need to get better lighting as right now mine is pretty terrible.
I'm looking to spend about $100-$150, not looking for anything too serious but I would like to be able to keep plants that require a moderate amount of light without a problem. I won't be adding CO2, I may add fertilizer. As far as I know T5 HO quad would be the best option but you guys know more than I do.

Would a T5 HO quad be too much light for a "low tech" planted tank?

Youl be running 2.88wpg with the quad lights, youl need co2 and ferts for sure with them.
What are you using now in terms of lighting? how old are the bulbs?
