Leaked In Water...

Well if the filter has a black sponge in it that's your activated carbon, don't no your location that would help finding out which filter you have.
 
That's your black carbon then that removes chemicals, but if it's been in four weeks it want's replacing with sone new carbon that will get rid of the coloured water.
 
Doesnt that hold bacteria which the tank needs to convert the ammonia?
 
No that your other sponges in the filter that do that, how many sponges do you have as the one's that collect bacteria should be white or blue.
 
There may be another sponge on the upper part of the filter but i dont think so. Just the carbon sponge...
 
Not familar with your type of filter leave it alone then if you only have one sponge, the water will clear over time with water changes, is it a very small filter.
 
As long as they are not laboured breathing and not acting out of charactor, what are your water stats in ammonia,nitrite,nitrate, and ph.
 
My ammonia is around 1 mg/l, and my PH should be 7.0.
Not sure about the rest, sorry.

My waters got even darker, it looks like dark lucozade.
 
Ammonia should be 0 so it sounds like your tank is cycling, well to be honest the neon tetra's were not a great choice as they need mature tanks of 6 months, as they are very sensitive to water quality, i would increase aeration, good luck.
