My water soon after i put the bog/drift wood in (which i washed), turned a tinted orange/yellow. And has gone a little bit darker.
My question is will it filter?
By the way i have 5 neons in their, is it a danger to them?

Sounds like it is leaking Tannins into the water. They will dramatically lower the PH of the tank, and although Neon Tetras come from the amazon where tannin stained water is commonplace, such a harsh change might not be good for them, but I'd get confirmation of that.

The trick with bogwood is to boil it repeatedly, until no tannins are leaked I believe.

Lower the PH...
I cleaned it repeatedly, until the water i kept it in was clear, so will it filter?

The black carbon in your filter if you have some in should remove it, nothing to worry about.

Ive took the two pieces of bogwood out, and done a 30% water change. Its been about 1 1/2 days and still the water is a really dark orange (its got even darker). So what do i do just wait?
Are you sure it will clear?

They will dramatically lower the PH of the tank,

Tannins are different then the acids that lower the ph of the water and driftwood will continue to lower ph long after the tanins stop leeching, just like some woods can leech a lot of tannins and have little affect on the ph.

How long will it take to clear?
(Im also still in the cycle)

How long has the black carbon been in, maybe replace it with a new one, then that will quicken it up.

Its only been in a month, and ive cleaned it in tank water.
So your saying it will clear in time?

Right the date is up on the black carbon you have to replace them every 4 to 6 weeks or the chemicals leak back into the tank that the carbon has removed from your tank, so i would put a new one in, plus i only use them now to remove meds as they are expensive to replace every 4 to 6 weeks.

What filter is it.

Have no idea, picked it up at my lfs.
By the way my tank is a 15g.
