if you filter is creating a disturbance on the surface of the water that is a good way to provide an exchange of gases which are toxic to fish, it won't effect plant growth..

Uh.. actually airation of the water will remove CO2.

i think you'll find that while a little disturbance may be acceptable, it is only to provide oxygen to the water, never to let anything out!
 
you could grow some cannabis maybe, it looks quite nice, but don't let anyone see it cos it's naughty
