if you filter is creating a disturbance on the surface of the water that is a good way to provide an exchange of gases which are toxic to fish, it won't effect plant growth..

Uh.. actually airation of the water will remove CO2.

it will only remove a small percentage, plants do a much better job of transforming it.

i think you'll find that while a little disturbance may be acceptable, it is only to provide oxygen to the water, never to let anything out!

aeration only gets rid of so much CO2...it gets to a point where it wont remove any more.
