hi.

A 300watt heater would be adiquate. The rule of thumb is one watt per gallon, and you have approximately 200-250 litres. Large heaters of this type have a tendancy to heat un-evenly, so place it in a strong current to avoid this.
An exturnal would be the only efficient option for filtering a tank of that size. A butdget of £50 rules out buying a good exturnal in new condition, with all the accessories you need. Have a look in the buy/swap section of this forum, LFS's and local media for people advertising exturnals second hand. A RENA XP2 or Fluval 304/305 would be the best bets IMO.

Most of your external eheim cannister filters are good I have a 2213 eheim cannister external on my 75 gallon and it has run very well for going on two years. Most eheim or Fluval externals are value for money

so would be best to look at bigger budget then lol i have seen a fluval for £59 new off a site might even check to see if they have one at my lfs

Look in used ads you can pick up a ton of stuff for cheap or even free

right I blew the budget and went for a fluval 305 rated for a 66g tank cost me £90
