i bought some java moss on ebay and have just recieved it and it has come with a slate i was just wodering what i need to do before i put it in the tank and is the slate ok to put in

Yes slate is inert and therefore totally ok.
just rinse everything before adding to the tank.

you might wanna tie it to the slate to keep it in one place, after a while it will hold on by itself.

Yes, tie it to the slate (unless you have a pice of bogwood or something else you want it growing on) this will help it remain underwater, and stop it floating about. (I usually use fishing wire to secure it)
