Java Fern Rhizomes

I have a normal and "micro" version of Java Fern in my tank for almost 2 month now and a couple of weeks back I noticed that on *every* single leaf there are multiple rhizomes growing every each way. There aren't any new leaves yet since I put it in though. Is it supposed to be like that? Or will there e any new leaves from existing bunches? Cheers.
 
The new Rhizomes on the leaf tips are new plants growing, they can be gently pulled off and attched to wood or rocks and will grow. Java fern is also a very slow grower so it does take a while to produce new leaves.
 
I know it's going to be new plants, but just surprised that all the leaves have the rhizomes.
