I'd be more likely to say 10 neons in a 10 gallon, but you probably dont want only neons

consider something like this...
6 neon
3 cordorus catfish or 1 bristlenose cat (the corydorus would probably be more useful, panda or other smaller type would be best)
1-2 dwarf cichlids (eg apistogrammas, rams (bolivian nice fish for a learner), kribensis (nice fish for a learner))

a water change every 7-10 would keep you well on top of things

no offense paul but neons dont reach anwhere 2 inches as this site suggests one to one and half inches is more likely, all the sizes given are on the "larger" end of things

Neither a bristlenose nor a ram should be in a 35L tank. 35L is only 7.6g, that's madness.

I beg to differ, I frequently see neon tetras at 2 inches. Same with glowlight tetras and black neon tetras .
