Is This To Much Stock For A Tank?

Hey guys,
I have a Rio 180 at the moment and in it I have 37 neon tetra's, 1 Bolivian Ram, 2 Guppies, Shrimp, 2 rummy nose tetra.
I have a 65 litre tank which i have recently stocked and with 28 black neon tetra, and now have decided that i want to keep a bearded dragon so want only my Rio 180 stocking fish. Is it To much stress on the tank to added the 28 black neon tetra's to the Rio 180? Or shall i take back 14 of them and add 14 in the Rio? Im not sure but i want to rid of my 65litre...

If I were you I'd bring the filter from the 65l into the 180 with the tetras, since it should be able to deal with their bioload.
 
You can move filter + fish to the Rio, any stocking issues would be more from crowding than filter bacteria.
