Are you doing a fish in cycle? How long has the tank been established for? When were the fish added? i.e all in one go or gradually over a month?

Is the white on the tetra fluffly or is it flat or slimy looking, need more of a description of the patch.
If the area is also red it could indicate a bacterial infection, you could try some Melafix http://www.fishandfins.co.uk/melafix.htm it can help with bacterial infections and it also helps when introducing new fish to a tank, if you are doing a fish in cycle it may also help them cope with the stress of the changing water chemistry.

It doesnt really help that you have not provided ammonia, nitirte or nitrate readings as the chemistry of the water really can affect the health of the fish is it possible for you to get any readings for us so we can help you more?

id do a few BIG waterchanges over the next few days and see if that helps...sounds like fish in cycling and you did a waterchange 10 days ago? and added more fish? very important to keep doing water changes if thats the case. pain in the #14###, but is absolutely necessary until you are certain the filter is cycled. after tha, it would be acceptable to do waterchanges every ten days or so.
all the best!

Hi
I had a group of 6 harlequin, now down to 4. They seem to be suffering from the same problem that you had. White area behind gill, pectoral fin thick and white, standing slightly proud of the body. They are ill for 2-3 days and then die, 2 other harlequins still alive but have same problem. Water tested no problem. Help please.
