Is this light strong enough for 13 gallon with cabomba and amazon sword java fern and lilaeopsis brasiliensis .

Its CRI is weak :/ you really should opt for a CRI over 90.

So no effect on plants growth?
 
Plants "eat" mostly red and blue but need a balanced spectrum to thrive like :

Some other plants also need purple and green. Hence the importance to have an +/- balanced spectrum.

What is also important is lumen. In you have easy growing non demanding plants, 25 lumens per litre is sufficient.
