Is this light strong enough for 13 gallon with cabomba and amazon sword java fern and lilaeopsis brasiliensis .

Its CRI is weak :/ you really should opt for a CRI over 90.

Can you explain cri to me
Acronym for Color Rendering Index.
Numerical scale used in lighting to indicate how a light source will make the color of an object appear to human eyes and how well subtle variations in color shades are shown, being 0 =🤮 and 100 =🏆

Plants "eat" mostly red and blue but need a balanced spectrum to thrive like :

Some other plants also need purple and green. Hence the importance to have an +/- balanced spectrum.

What is also important is lumen. In you have easy growing non demanding plants, 25 lumens per litre is sufficient.
