Is This Ich?

Hi All

So I've just recently got my first Betta, but I've noticed that he's got white patch on one side of his body just behind his head. I've done some reading on ich and velvet but am unsure if he has it. Does anyone have any ideas what it could be?
He's in a cycled tank - ammonia 0, Nitrite 0. PH is a tad high though at 8.2 (blame the water in London).
He seems to be swimming and eating ok, but does like to rest a lot too.

Looks like a fungal blotch but not ich since ich looks like tiny dots all over
