Is This Fungus?

Hi guys, sorry to bother you all,
 
I came home yesterday to find one of my 8 White clouds swimming close to the surface, with what looked like a spiders web on his body.. I didn't know what to do, asked a friend who thought it may be fungus, so he has given me some mediction to add to the water..
 
Today i have done a 40% water change, cleaned everything, exept the filter media, and added the Medication, i am hoping it will make my minnow ok..

The possible fungus its on top of its body and down one side
 
while doing the water change and cleaning the water... the one ill minnow, lay on the substrate and didn't really move :(... then after i added the water, and turned the filter back on he started to swim, Some of the white stuff fell off.. i immediatly removed it...
 
Currently the affected minnow is swimming on the surface, occasionly swimming down, but it is certainly weaker than its 7 friends, so much so it was getting blown about by the filter, (i have turned the filter down a fraction to it doesn't hurt itself
 
I have just been in the Chat room so some have already heard this, i know now the water change etc probably wont do alot but i paniced :)

It's quite hard to see in the photo but my initial thought is yes, this is fungus. If you can remove him to a hospital tank for treatment I recommend it. Many fungi can spread to other fish so it's best to isolate him.

I second the hospitalization. He needs to be isolated to reduce chances of the fungus spreading.
