Is This Fungus?

Hi

I notice two of my fish fancy goldfish have got a white mark that has appeared on the dorsal fin. One of them also has a sort of curling effect and wilted look to the edge of a pair of the lower fins. The black moore is perfectly fine and so are the three cloud mm. I have today added tonic salts which I had used all the time in water changes until about a month ago - is this the problem should I keep adding it or is it something else. What should I do.

I wouldn' advise using salt all the time, only when cycling a tank or fish desease, the white bits on the fins do they look fluffy.
