Is this fin-rot?

A poster on TFF recognised that Jarvis had bits of his tail missing. I have been treating him with silver proteinate but the ends of his tail and fins still look bedraggled. Is it fin-rot? I have the medication ready to go if so

Is it just me or does that missing bit seem to be smaller than it was - in other words, is it slowly regrowing? It doesn't seem as bad in these photos compared to your earlier photos. https://www.fishforums.net/threads/is-jarvis-the-betta-looking-a-bit-pale-around-the-gills.467233/
If it is regrowing, plenty water changes should keep it nice and clean while it regrows some more.

I thought it was growing back, too! He just seems so bedraggled, particularly when he goes all sleepy, so I thought I would check in. His water is very clean, and today he dined on fresh fish!

Yes, it looks like mild fin rot to me, but as long as you keep your water quality pristine, I think he should be fine without medication personally. Medication is always a bit risky so I try to avoid it unless there is no other way.
