Is This Evidence Of A Filter Leakage?

After a closer look at the heater in my cycling tank, I've noticed these white spots on the plastic of the heater. It doesn't look like any water got in it though, so I wanted to check if you've had this problem. The heater came with a 10 gallon tank kit from Aqueon. I'll add pictures tomorrow afternoon.
