My red lotus plant has shot up two runners for new leaves which are higher than the existing leaves, about 8 inch high? I just wonder as this is encouraging growth and since I dosed with Excel flourish and trace?

Certainly sounds promising there Si. any sort of encouraging growth has got to be a good sign.
I remember I grew a related variety Nymphae stellata (bigger, not as colourful and not as delicate) back in the eighties to keep it low and form more leaf shoots I clipped the ones that were making a dash for the surface, this made it throw even more shoots down low and would give me more of a rosette around the base and then once I'd accomplished that I'd let some go to the surface. I had a nice dense basal clump with varying height vertical runners.
It would be interesting to hear if today's modern thinking would suggest that my retro practices all those years ago still remain true today.
Get you vanity camera out again Si and lets see your lily

Lol. Thats the nature ofthe plant. It ain't gonna stop at 8 inches though it will continue to throw them up until they are all at the water level. Then you will be need the oldy worldy 6WPG to get light past the leaves :lol

This picture is after loads of 'pruning'.

It is said that you can 'train' the plant to stay low by alway pruning the risers :)
