Is The Filter Suppose To Suck Up And Poo Or Dead Leaves?

no not unless they go directly to the filter but yes the filter does clean debris from the water and cleans the water which is then returned to the tank, keeping it cycled!!!!!!
you should get a gravel vac from local fish shop which at least once a week you should use, syphoning about 20% of the tanks water out and hovvering the poo at same time, then add fresh declhoranated water
