Is That Ich For Sure?

I introduced these fish last weekend and noticed white spots on one of them the next day... is that ich for sure? Most spots have disappeared since as only one is left I think. I never had to deal with any kind of disease, so i don't have any medication or salt right now. What do you guys suggest I do?

They are the only 2 fish in the 10 gallons for now... I had to pretty much start from scratch after moving the tank twice in a month and losing all the fish :(

Edit: Water parameters

Ammonia, Nitrite and Nitrates all 0 (maybe traces of Nitrates) (yes, tank is cycled)
PH : 8.0 (way too high...removed a rock in case that's what was cranking it up)
Temp : 26C
 
I have had this happen with black neon tetras. Not sure if it's the same thing, but I would bring them home and the next day they would be covered in white spots. They would be the only fish that had them. the first time it happened, I treated the whole tank for ich and it went away. Now when I get black neons, I put them in a quarentine tank with raised temp and salt(My preferred method for treating ich)right away. The next day, they had spots, but they cleared up in 24 hours. I'm still not convinced it was ich. The shop owner said every black neon he sold did the same thing, but it did not affect any other fish in the tanks and there were very few fatalities.
