What makes a female betta thrive? Do they need to live with other female bettas or are they happy on their own?

I have a heavily planted 23L fluval edge tank. It's currently stocked with 6 endler guppies and 15 or so red cherry shrimp.

I'm looking for a singular specialist fish to finish the tank off. My original plan was a male betta, but they're compatibility with endlers and shrimp turned me off the idea.

From what I've read and heard about Betta's the female should be alright although she may still eat the shrimp, it really depends on the fish.
But apart from the shrimp being possible food everything else sounds good! Just make sure you don't have anything sharp in your tank as it will tear the bettas fins!
(I'm not sure if this is the right name) you could put some Indian almond leaves in the tank as I've heard that the bettas love them!
Please note: I have never kept bettas so the above is from research. :)

I'm not sure they would appreciate not having much area to breathe from the tank surface myself tbh. :/

I agree with Shelster, the surface area in the fluval edge series is not great and since bettas require surface air to survive it is really not the best tank for them.  Plus you can't keep it uncovered because bettas are jumpers and will sail right out of an uncovered tank.   Female bettas should be looked at in the same way as male bettas, they are naturally aggressive, solitary fish that do not always do well in community tanks.  Females can easily be more aggressive than males depending on the individual fish.  They do not require other female bettas and could be ok with endlers.  Be aware that the betta will more than likely pick at the shrimp and or eat some of them and could kill the endlers if it decided to do so.  I normally wouldn't recommend any other fish than what you have in a tank of that size.  It really isn't big enough for more fish except maybe a couple more endlers.

If you were planning to add a Betta to the Edge the best thing is not to fill it all the way to the top to allow for the Betta to breathe more easily.  I agree with Wildbetta that you may find adding more Endlers to the tank will be safer for your shrimps ;)

I liked the Cherry Shrimp, but elected to go for the less attractive Amano Shrimp with my Betta Boys. Shrimp are a new part of the hobby for me and I have only had them a few weeks.  I lost one who managed to find its way into the kitchen and someone trod on it!  They are very large and very fast though, when they come up against a Betta, not sure the Cherry Shrimp would be as lucky.
