Is My Jack Dampsey Constipated?

My JD is not eating anything I give him. He is not as active now and all he does is stay at the bottom of the tank. If he is constipated, how do I make him unconstipated? If there is medicin how do I make him eat the medicin?
 
Could also be a bacterial infection, does the fish look bloated, can it maintain it's balance in the water when it swims, are scales sticking out like a pinecone.
Sadly once they stop eating and lay on the gravel not a good sign i'm afraid.
 
What size tank is it in and how many and what fish are in the tank? What are your water stats e.g ammonia, nitrite, nitrates, P.H.?
 
Amonia is 0
Nitrite is 0
nitrate is about 20
pH is 7.0

He is not bloated nor any scales sticking out. He still swims around the tank but not as often anymore. He still has his balance. The tank is 55 gallons. He is just in there by himself now.

Epsom salt, 1 teaspoon per 10 gallons of water. Increase by 1 teaspoon per 10 gallons daily for a couple of days to 3 teaspoons per 10 gallons.
