Well, we just brought home a little betta for my younger brother.
It's fins are down, it stays at the top of the tank against the side, and only moves to eat, -- not alot.
it has white, fluff, by its head, also the head is brown. but was like that when we bought it.
Could it be stressed out, or could there be something seriously wrong with him ?
Please help me out, my brother would be devastated if anything happened to his little fish.
 
Clamped fins mean the fish is stressed.
Sounds like columnaris that can come in brown and you say it looks fluffy.

Need to get treating fast, if in the states maracyn one and two.

it looks like a few small pieces of cotton or something on him.
is there a medicine I could put into the tank or anything ?
I'm very new at this and should have done more research before buying him.

Whats your location, but if you putting meds in you must increase aeration as med reduce 02 in the tank or bowl.
 
Thats america isn't it, if so maracyn one and two do you have the meds now.
If not chances are he might not be around to wait for the meds.

Do you have any bacterial meds in your cuboard.
 
How many gallons is he in and is he on his own.
Salt for now.
Turn temp down by two degrees.

what do you mean by salt ?
 
Add a teaspoon of salt household fine to his bowl, but take some water from his bowl in a cup or jug add the salt then stir till it disolves.
Columnaris hates cooler temps and salt.
But you will still need to get a bacterial med fast.
