Chlorine is naturaly a gas at room temperature - it is compressed and added to water systems as a liquid. Letting water stand will allow chlorine to disipate - 24hrs is a good rule of thumb (assuming you have a large surface area of the water).
Another way to get rid of chlorine is to put it in your bucket under high pressure - put your thumb over the tap as it fills, and it'll bubble in the bucket - you can smell the chlorine if you do this.

However, as Tokis said there are other additives in water, that letting it stand won't get rid off, esp in the US. We don't have the problem of Chloradine for example. If this is the case use of dechlor is must as it nutralises this, heavy metals and anything else in the water.

As for using standing water, dust getting in isn't that much of a problem I would think, but anything else thats airborne and may have will be. For example, cig smoke, aerosols, grease particles etc will cause a bigger problem to your fish than a few dead skin cells!
