Yes it is for US gallons, but its really only a rule of thumb rather than a rule set in stone- there are many scenarios where it does not apply .

Cheers, I know it's only a rough guide but even in small tanks it makes quite a difference 15 vs 20 etc, I could imagine that when you get up to a nice big tank the rule of thumb would be completely out if you used the wrong unit! Though at least you'd only be under stocking, it wouldn't exactly be a Mars Climate Orbiter issue!
