My betta is more than three years old and its fin has slowly turning white (in the course of the last 6 months). It's not cottony, and it doesn't look like a fungus. The only change on its behaviour is that now the fish spends more time resting on the surface, but appetite is OK. 
Water tank size is 3g. Total water change every 10 days. Very small portions daily feeding.

What are the water stats? I could be fin rot.
 
Is the betta acting sluggish also?
 
These are the signs of fin rot.
White, red, grey fluffy edges to fins.
Translucent fins.
Holes in fins.
Excess slime on fins.
Fins falling apart.
Fin rays bear.
Raggy fins.
Split fins.
Red spots on fins.
Red streaking  on fins.
 
Water stats are all coming normal.
No sluggish acting. No holes in fins. Fins are not falling apart. No split fins. No translucent fins. No ragged fins. No red spots. No excess of slime. This has been a very slow process (more than 6 months). Also, keep in mind that there is a total water change every 1 or 2 weeks.

As long as he not  acting lethargic it could just be old age.
You could add some garlic to his food to give his immune system a boost.
