I have a 45 gallon tank with 3 zebra danios, 5 black skirts tetras, and 6 neon tetras. I'm thinking of getting 3 or so more zebras and a few more small fish as well - my question is, if you had this setup, what would you get?

Well, I'd definitely do as you had planned and get those 3 danios first.

Is your gravel sharp? If it is rounded and smooth you can still keep cories, and they are very attractive little characters. That's what I'd do.

In any case, I'd be looking at something that keeps to the lower layers.

How many black skirt tetras do you have? I'd recommend getting about 4 small angelfish and then once they get bigger and 2 of them pair up return the other 2.

I would take 5 more zebra danios, 3 more black skirt tetras and 4 more neon tetras. Maybe some corys too, for example 6-1+ panda corys. I would change water every week and keep temperature at 22-24C = 72-75F.

I would personally change your stocking so it looks more like this;

6 zebra danios
6 pearl danios
6 black skirt tetras
8 neon tetras
5 swordtails(1male, 4 female)
1 bristlenose plec
6 ghost shrimp
3 Apple snails

In all, you would be looking at an active but quite peaceful community tank, if you mixed some sand into your subtrate you could go for a group of 3-4+ corys(albino/bronze corys would be good) as well as long, as your gravel is rounded and smooth and not sharp/rough  .
You would also have some space spare as well if you went for this stocking.

More danios, definitely, but personally I would avoid mixing types. I would stick to zebras. More of one kind just looks better in my opinion.

More black skirts and neons, yes.

the bristlenose, yes.

corries, yes.

Snails, shrimp, and livebearers of any sort I would just avoid. But that is me...

Maybe a pair of pearl gouramis. Beautiful and peaceful fish, and would stand out amongst the fish you have.

Maybe one of the larger gouramis, such as opaine, but I am not sure of their aggression.

Or, you could happily home a pair of keyhole cichlids in there. They are not especially colourful, but have all the wonderful cichlid characteristics, minus the aggression. Mine are currently spawning and are still not viciously attacking other fish.
