Id This Growth Please

can some please ID this growth on the suction cup of my heater?

the tak is a 15-liter QT acrylic tank with a heater, fake plants, real (small) wisteria, lighted, submerged box filter. It has no fish in it. I noticed this growth about 2 weeks ago and cleaned it out. Now it's back an more!

The light is on the whole day, and off for the night. Temp is set to 25degC.

Milky-white mucus like growth

Is this algae in early formative stages?
