This may sound crazy but I'm thinking of trying to train Pebbles to swim through a hoop. so I need to know what materials are best for making hoops and safe for Bettas.

I've seen hoops made of what looks like airline tubing. You can get translucent blue colored tubing which might be easier for the fish to see than clear.

Good idea that is :good: If you also get an airline tube T connector, you make the hoop and use a plastic stick to make a handle.

One of these

Connect the airline to the top 2 arms of the T, and a plastic stick to the bottom one :good:

Your link doesn't work. I chopped a bit off the URL and was able to see it though. In the comments it says it's a pipe cleaner. I guess that would be ok for one session if it's soft enough. I wouldn't recommend that though, as pipe cleaners are wire in the middle, and it could rust. Wouldn't be good.

Maybe you could try a bubble wand? The kind that comes in a bottle of bubbles. Just be sure the hole is big enough for your fish and that it's not sharp at all.

Something like this:
