I should post something in the comments of each video asking whatever happened to the fish that didn't show up in the second video, and how the whole tank is fairing now just 7 months later.   Sadly, I'm sure he'd never respond.

He's an idiot. Either he probably enjoys watching fish but doesn't care for them properly or he got given bad advice from his LFS or he just enjoys watching them suffer.
My bet is one the second one.

I don't think he enjoys watching them suffer - notice there are only two videos.
 
Video one was probably when he first set-up his tank.  The least hardy of them died and he restocked the tank (you know, like you do when your "disposable" fish pets die)
 
Video two - he did a little research about tigers and thought he had something to prove about them (for whatever reason).  Then, it all went REALLY wrong and he's decided to give up fishkeeping (you know, like you do when you fail at it because you didn't bother to research it properly) because its a waste of money.
 
As to his 20-22 tigers in a 60L tank, I am assuming that's based on the "inch of fish per gallon rule", but since he's not using the Imperial system, just assumed it was a mistake and they really meant Liters (or even more likely, misremembered the volume measurement as liters rather than gallons, because he doesn't think in gallons).
