Can you tell me why this is happening? I've had these plants for about a year, and suddenly this started happening to one of the two I have.

so, there has been no change in what you're doing in the tank??

The rest of the plant looks healthy, with is making me think a C02 problem.

No change in the tank, except for adding the red eye tetras weeks ago. This came on rather suddenly. I have another identical plant on the other side of the tank from the same batch, and there's nothing wrong with it at all. That's the odd part.

This is about as low tech as a tank can be.
