How Would I Heat A 3 Foot Tank?

As most of you probably know Im researching into breeding betta. The spare 3 foot tank I have will be split and the breeder tank one section of this. Then when the fry are big enough I will remove the divider and use the full tank as a growing on tank. But what size heater would I need for a 3 foot tank, thats only going to be holding 6 inches of water for the spawning, but then that I can use when the 3 foot is full for the growing fry?
Could I use one suitable for a 3 foot thats full with water but set on a lower temp. during spawning and monitor the temp by thermometer?
Or would I need a 25watt just for the 6 inches and then when I fill it for the growing fry, change to a bigger heater?
 
I use the same heater whether tank is full or not as long as heater/stat is fully covered(Although I have found I have to adjust setting as I raise from spawn to rearing level). I suppose like many others I risk the stat sticking and overheating the tank although in 30 odds years it is yet to happen(lets hope I am not tempting fate :unsure: )
 
Just get a heater rated for the correct volume of water. Slightly larger will be ok, slighty smaller only if your ambient is high already.

Using the full powered heater for the whole duration should be ok
