I dont think its training, it is trust IMO.

How long did you have betta?

Just put a piece in the water and let it float by your finger and your Betta will come and get it. If you do this for awhile hopefully he will get more used to you. I have fed some a few times that way but never long enough to see if it really makes them more comfortable with me or not.

I just tried hand feeding my betta a few days ago (I have had him for about 2 months) and he ate from my fingers right away! Heck, last night he even tried to take a chomp of my finger, I guess it still had the bloodworm smell on it. :)

My betta comes naturally to the top when i have food. So just hover your hand enough over the tank when feeding time comes. :)

my betta can jump out of the water to take food from my hand, you will need to wait a bit longer though so it can get used to you and it's new environment properly.
it is best to try with live food too because it will give it more of a reason to get close to you.
