How To Go About Re-Using This Tank?

I have a 5 gallon tank that housed a male betta several months ago. The betta became ill while in this tank, so I moved him to a hospital tank, where he later died. I believe he had fin rot (he had it when I got him and I think he never got completely over it) but there may have been something else going on as well, just not sure what. No ich, or other noticeable stuff, so I don`t really know. My question is, I have had this tank with water in it since then, and there are snails living in it. Living quite well, actually. The filter is no longer working, so I would definitely replace it and cycle the new one. If there is anything bacterially damaging in this water, would it affect the snails? These are regular old snails that hitched a ride in on a live plant that is still also in the tank. Can I re-use the gravel, plant, and snails, or should I just throw everything out (in effect, killing the snails) and start out fresh? Opinions please.

I know this sounds strange, but I feel really bad about killing the snails, lol!
 
I wouldn't start over completely, i don't think the snails would show any sign of illness that would affect the fish. Therefore i don't think you'll be able to tell what if any bacteria is in the tank. Bet i think would be to do 100% water change. The snails will be fine during the short period when the tank is empty. This should eliminate a large amount of any badi's in the tank. Not all however so keep a close eye on any new stock you add. And yes re cycle the new filter.
