How To Adjust Ph

OK, so I know it says you aren't supposed to mess with pH unless its really bad, but the pH of my tap water is below 6.4 and I don't know how far below. My LFS (actually a really really great place with good info) recommended pH 7.0, but it causes these incredibly annoying algae blooms everywhere and that drives me so crazy. All the neutral buffer things seem to have the phosphates that cause that, but I don't want to go messing with pH up or down. I have corys in one tank, a betta in another, a few rasboras coming into another and one semi-aquatic newt who is ill and who I do not wish to stress. Any suggestions?
 
I usually use put some crushed coral in some panty hose and put it in my filter, that will bring up the ph. But there also all the stuff you can buy in the stores, like drops and stuff. But if the ph wont come much I would try to stick with fish that like a low ph.
