As for the age of the pipes on your house, your pipes only go through the house and to the street, where they connect with your water company pipes, which are definitely not just 11 years old. In order to get a proper test from the tap, you'd have to contact your provider, find out if there's been any work done on the pipes recently, have they had any flushing recently, blockages, etc. Only then, can you be sure you're getting a "normal" sample from your tap. The whole estate was built in the last 15 years. According to the plans that came with it when we bought it our terrace of 3 houses was the last to be completed and as such has '1996' on the terrace end above our patio door. Depending on which way the water is fed to our house it is either 100M or 600M before the pipes connect into the old 1960 built infrastructure.
There was definitely no water pipes before the housing project was started as the area of the estate was marshland and was known to us affectionately as 'the swamp'. No Shrek and Fiona didn't live there. ^_^

We have babies flying around. Not donkey/dragon crosses. more like little sh monkeys.
 
I lost all faith with my API nitrate test kit when I did a simultaneous test of two identical samples from the same tank. One came in at 160ppm, the other 0ppm.

I tried testing it on a known quantity (0ppm from Pure RO and pure RO+marine salt). The former gave 20ppm, the latter 160ppm.

Tried a different set of (brand new) API bottles, again it came up with the same results. From that point I stopped testing my FW tanks and got a different kit for the SW tanks.
