its a 29 gal(US). the fish will be 1 african butterfly fish, 1 pair of kribensis, and 9 congo tetras. by inches this is only 1.34 inches per gal.
 
the congo tetra are putting you over the edge. They are a fairly large tetra and a large school of them would need substantial space. I would suggest a slightly smaller tetra instead. Maybe something that only gets to be an inch or two in length. Or rasboras could work as well.
 
well fish smaller than 2 inches will be eaten by the african butterfly fish thats y i chose the congo tetras. what if i reduce the congos to 7 instead? that would give me a total of 33 inches and 1.14 inches per gal.
acording to our fish profiles the african butterfly fish grows to 4 inches, the kribs 4 inches each, and the congos 3 inches each.
 
That makes sense to me. I don't have any expirence with the butterfly fish, so I can't give you any info on them, but just out of curiosity, what kind of gravel/sand are you going to use?
 
ethos - im using real small natural colored gravel with a few large river rocks scatered around.

blitztidus - thanks. looks like its a go then. ill be moving my kribs into my empty 29 gal and move my dwarf puffers in to the 10 gal the kribs were in then.
