I have a few rocks that are very nice a circular and i would love to grow a nice moss look to them and i have even seen what seems to be like some sort of small plant growing on the plant. I have always wanted to know how to do this if this is possible.

get some java moss and tear it so there is a little on the rock. in a while you will have a good amount :good:

Monosolenium tenerum- although this doesn't root to the rock so a hairnet is best advised to keep it there.
Riccia - again, this doesn't root the rock either and CO2 addition might be needed to make sure it does well.

All the other types of moss you can get. To name a few:
Christmas moss
Weeping moss
Flame moss
Spiky moss

Fissidens is becoming popular too.

I had a good size clump an just tied it on lightly. As long as it's close to the wood or rock it will grow on to it.

then it will just fall off and grow somewhere else, try tying it down as well for this to work
