How do I set up a brine shrimp hatchery?

I got a stripped Peacock Eel and he is super goofy and fun to watch swim around. I have been feeding him frozen blood worms and brine shrimp, but I feel like Mr.Noodle would be happier with live food. I was thinking about feeding him live brine shrimp so i want to make a hatchery in the 2.5 gallon tank. what would be the best way to so that? what food do i need for the shrimp?
