If you added the rams recently, I think your fish might simply be settling in still. The arrival of new fish will have startled your other fish a little as well. I'd say give it a week or two (dont change anything in the tank, and try to be as careful as possible when doing water changes) and see if they're still scared. I do think it will simply pass ... especially seeing as you said they're doing a bit better already.

I do think you could add a shoal of other fish still. But make sure they're small staying fish ... danios are a no go though. They are really busy fish, and will make your neons keep hiding. I'd go for a slightly easier going fish, like rummynose tetras or perhaps black neons. After that however, you will have hit your limit by far. So regular water changes will have be kept up (twice a week 10% ought to do fine though).

For now however, I'd not add anything untill your fish have calmed down a little.
