I have a 29 gallon. Its I think 30x18x12... (inches)...
 
x-ray tetras
Von Rio tetras
 
Kuhli loaches
 
I know they like to be in schools of 5 or more...
 
I also like the red minor Tetras...  And I really like the rubber lip pleco. But dont know if I have room. What do you think?
 
I'd say 6-10 of each, Pristella X-Ray Tetras, Von Rio Flame Tetras and 6 Kuhli Loaches should be no problem in a 20 gallon but I'd probably skip the Pleco since he'd be hanging around the bottom territory with the Kulhis.  I'd def. skip the Red Minor (Serpae) Tetras also since they're known to be nippy fish.  X-Rays & Von Rios aren't nippy at all, at least in my experience.
 
You could always get some snails, preferably Nerite if you want something else that eats algae.
 
Here's what I'd do:
 
10 Pristella X-Ray Tetras
10 Von Rio Flame Tetras
6 Kuhli Loaches
2 Nerite Snails
3 Dwarf Gouramis (Trio of 1 male & 2 females) or 1 Molly
 
I'd say you need a small centerpiece fish to add to the setup. 
 
The rubberlip plec is something of a catch-all term applied to a number of different species of plec. The most common I've seen is chaetostoma thomsoni. Most of these species are naturally found in fast flowing mountain streams in the Andes, where the water is significantly cooler than a normal tropical tank.
 
To keep these species in a "standard" topical tank (temperature-wise) will speed up their metabolism and shorten their lives.
