ammonia: 0.25 (can't get it any lower, 1ppm of ammonia in tap water, using prime to neutralize)

Fish Symptoms (include full description including lesion, color, location, fish behavior): Pin prick spot in the middle of head. Eating fine, active, interactive with us.
Volume and Frequency of water changes: 40% daily (fish in cycle)
Chemical Additives or Media in your tank: Prime and mature media from my five established tanks
Tank inhabitants: 2 6 inch Oscars, 2 Jack Dempseys (DO NOT JUDGE)
Recent additions to your tank (living or decoration): none
Exposure to chemicals: none

A little background on these guys. Please do not tell me that my ammonia level is off, or remind me that the tank is not cycled.
I bought this tank from someone who really cared about these fish, but did not know proper care. They have been with me for 2 days. I am trying to get them healthy and keep them that way so that I can rehome them. Or move them to my big tank. So think of this as a hospital tank situation. The previous owner had them about 6 months, removing and changing the filter cartridge every month. I do not think these guys have ever been in a cycled tank. I think that because of this they are suffering from HITH disease. How do I get them healthy again? I am doing water changes as often as I can, sometimes two (i did two yesterday) to keep the nitrites down, but unfortunately, there will always be ammonia bcause my tap water sucks. I cannot afford to go the RO route and buying that much bottled water everyday is expensive. I do not want to use ammo-lock because if I do, the tank will never cycle. What can i do
