High Nitrates In Tap Water.. Help Plzzz!

I did a water test the other day and found out I have, and have always had nitrates of about 50ppm. I have zero ammonia and zeros nitrites.
To combat this I tried different conditioners, I am currently using Seachem Prime which I don't think makes a difference at all to be honest. The high nitrates are from my tap as I tested my dechlorinated water before putting it in the tank.

I now have no idea on how to reduce nitrates! I always do a 50% water change but obviously that wont be much help if im just throwing nitrates back in! Im currently using a product called purigen which is again by seachem, which goes in the filter so im hoping that helps a bit.
Can anyone shed some light on this please.. I have an irubesco (red eye) puffer in my tank at the moment so im trying my best to get the nitrates down for him..
 
Plants should use up nitrates. Is the puffer a particularly sensitive species? 50ppm isn't that high for regular fish.
 
my tap water reads about 30 or 40ppm and i have plants in my tank.. its fairly planted and the nitrates still stay high due to the tap water as i know i am not overstocked. All puffers are sensitive to a certain degree but im not to sure if this one is very sensitive or not but i wont to reduce the nitrates just to be on the safe side. Is ther any conditioner i could buy? I have looked into tetras minus nitrate product but was told its a load of crap
 
Contact "Hamfist" as he recently bought a nitrate remover for something like £30 ;)
