eumm whats the main question what do you need to have fish in the tank?

I'd put water high on the priority list..

On a serious note.
A filter is essential aswell as cycling your tank...

why would you need fin rot med?
as a precaution?

Assuming your tank is fully cycled and doing your 25% weekely water changes you shouldnt have many problems!!

have you read many of the sticky posts on starting out
and cycling your tank 100% WITHOUT fish ? =)
