Welcome to the forum Richoman3.
You should find it easy to breed a pair guppies in a tank that is only about 45cm by 30cm. A grow out tank similar to your 2 foot tanks would be fine for guppies. You will need several tanks to bring along the fry and to keep males and females isolated from each other until you choose the best breeders from among the fry that you get. If you are trying to improve a strain, I have heard estimates of anywhere from 8 to 13 tanks needed just to bring along a single variety. It is a good thing they can breed and grow in small quarters or you would soon run out of space for all the tanks.
As far as the minimum that a pair will breed in, if they are kept wet, they will breed.
