My Neon is Swim in realy werid (Up and Down, up and down stop.....Up ect)and shes fat as is she dieing or is she having Eggs

First of please post test results in ammonia,nitrite,nitrate,and ph, what do you feed the fish, are scales pinconeing, can she maintain her balance in the water, also try a shelled pea first to make sure the fish is constipated.
