Betta splendens

Hello, my old neighbor recently died and she had a very nice 30-something gal tank with various little fish. Well she didn't have much family left and she left me the tank and it's inhabitants. So I take out the fish, take apart the equipt. and I find in the filter tube a seemingly dead betta that got sucked up somehow. So I get it out and it starts moving, I put it in water and waited for it to die (his fins were all torn and he has a small gash on his side). Well he's gotten better but developed something white on his fins and body. I took him out to put him in a fish bowl (where I keep hospitalized fish only) to soak in "general cure" treatment and "super ick cure" and "fungus cure" and when I put him in there a piece of tattered fin comes off in the net! How horrible!
Anything else I can do for him? What about salt? Warmer water or cooler?
