Help With Dying Plants

ive had planted tanks for about 6 months now and im just stuck on this one.

The tank is a 20 gallon tall. with 4 26 watt cfl lights. that woUd make it 5 wpg?
2 hob 10 gallon filters, nessisary for bettas, low water cUrrent, i cant Use anything bigger. diy c02, 2 liter
white gravel
the tanks been cycled for 5 months now.

all the plants came out of 3 different 10 gallons with 3wpg. had to condence for a move.
since ive moved them 50% died and more are going qUick. its been 3 weeks since they have been in there.
i have 10 female bettas and 9 corys and 1 lone otto. the only thing growing is the anacharis. the ?java? moss is covered in algea, and the java fern is turning black! i thought java moss is easy to grow! there are some jungle vals that arnt changing in anyway and all my corkscrew vals are dead. oh and i also used a fertalizer for the first time.

i never ever had great succes growing its always been a side thing to the bettas? is it cause im using GE cfl bUlbs? to mUch light? the new addition of c02? i just dont know. and i dont want to lose everything...

It could be photoshock. To go from 3wpg in a 10 gal. to 5wpg in a 20 gal. is a massive step. Plants need time to adjust to new lighting intensity and spectrum. Can you run half of the current light to get 2.5wpg? This may help.

As a side note 5wpg is a lot of light. The line between plant and algae growth is very fine with these levels. High planting density, stable CO2 (30ppm) and regular liquid ferts are essential to prevent algae.
 
the lights are only a couple months old. and they have only been on 10 hours a day. so 90 days * 10 wouldnt even be close to the 10000.

i have cut the lights down. im only using 2 now.

fertalied 1 time at the start of the tank but sine the tank is kind overstocked i didnt want to do it again, pluss i dont want to hurt the bettas or even take a chance. some of the females ive paid lots of money for.

how do i chack for 30 ppm? i dont have any c02 checker in my master test kit from petsmart. is there a cheap one i could buy.

i didnt think plant could have too much light lol.

tank temp is 82 constant. no change ever.

It'll be a test kit that will test for Kh and possibly Gh in the same kit.
I dont know if petsmart will have them, but if they dont you can probably find them online
