Help - tail all curled up

Boris is in a 5gallon cycled tank with a snail and a small plec - I did a 40% water change last night and this morning his tail is all curled up into a tube and looks stuck together

What could be causing it / how do I fix it

He's already got some - put some in last week to give him a little 'spa treatment'.

could it have been something in the water? or stress from the water change?

i know this is a stupid question but did you add dechloinator? sometimes the simple things are over looked
