This could be a sign of swim bladder problems or constipation. Usually, they have trouble staying on the bottom and seem to float up unless they can get near a rock, plant or something like that to brace themselves on. They will also tilt to the side. If it is a swim bladder disorder, usually that is fatal. Constipation on the other hand is treatable. I have successfully treated a peppered cory with the same symptoms.

If you can, isolate him in a shallower tank. I used a breeders box that hangs on the inside of the tank with suction cups. I left a little air space at the top so he could get to the top for air if necessary. You could also use a hospital tank. Try isolating him for 2 days without any food. After that, feed him a cooked, shelled green pea. Smash it up till it's about the texture of baby food (some people actually use strained peas baby food since there are no preservatives or additives in them). Peas are a laxative and will hopefully solve the problem. If you can't isolate him, just feed the whole tank green peas. Most fish love them and will eat them readily. Remember to remove the shell/hull them as their stomachs can't digest the shells and that will only make the problem worse.

There definately ill, usually prone to bacteria infectons, sadly it's not sounding good, what do there barbels look like.
