Help My Guppy Is Sick

hi i just bought some male guppies for my tropical tank on satuday on the night of my purchase my male moscow guppy i noticed he has a white thing coming out of the back of his pectoral fin but was swimming and eating fine. today when i looked at him he was sat at the bottom of the tank and when he was swimming he was only using one pectoral fin. now his side appeas to have swelled the scales have changed colour dues to strtching on his left side. does anyone know what is wrong with him and if i can do anything?

What are your water parameters?
Tank size?
Other tank mates?
Added anything recently to the tank- other then those fish?
Did you cycle your tank?-if so, how?
Photo would also help.
How often do you do water changes, and how much at a time?
Do you dechlorinate?
Any other chemicals added to tank?

Was that white stuff stringy?
